EU Customs Reform

VN Consulting has received several queries regarding the upcoming effects of EU Customs Reform given that it is expected to greatly impact operations of e-commerce websites especially the bigger ones like Shein, Temu, Amazon, etc. I am of the opinion that while such concern is valid and implementation of any changes will influence the way in which e-commerce does reporting and gets its goods to the final customer, it is worth noting that it is quite early to know for sure what the changes will look like in practice.


Legislative changes such as this one take time to agree and implementation is expected to be even more laborious. Nonetheless, whenever big changes such as this one are expected businesses are given time to adapt and there are different stages.


In sum, EU wishes to attempt to adopt one EU Customs hub where all data will be stored and analysed for all imports and businesses would be expected to share the required information. Customs value, for example, has been underdeclared and EU local Customs authorities are unable to conduct audits to guarantee complete compliance for lack of staff. Freight forwarders, especially big commercial ones are also very hard to audit because they are often unable to provide large chunks of data for analysis for various reasons. If, however, data is supplied before the goods actually move across borders, there will likely be systems in place to connect to e-sellers directly with authorities rather than constantly relying of freight forwarder/Customs agents.
